when the access to your site and NetCells is blocked you can still access it from a different IP address, such as your mobile phone or your mobile phone's hotspot - as long as your phone is roaming, ie. not connected via the same router that is blocked. if your mobile phone IP gets blocked try restarting it or put it in a flight mode for a short time, then revert to normal use - that generally - although not always - will give you a different IP.
if your your laptop connection is blocked try restarting the router, that might or might not give you a different IP, depending on your provider settings.
restarting the router a good thing to try - switch it off and on again after a few minutes - that will re-route your path to the Internet, which might well solve your connection problem.
or - connect your laptop via your phone's hotspot.
